The TEENS 2 HOMES evaluation consultant Victor Groza, Ph.D, is a Professor at the Mandel School of Applied Social Sciences, Case Western Reserve University in Cleveland, Ohio. The evaluation uses both qualitative and quantitative approaches to address evaluation. Qualitative approaches produce rich and descriptive findings. Quantitative approaches reduce activities and outcomes to numeric form, which allows descriptive statistics and mathematical manipulation of the data. A mix of both approaches produces the strongest information for evaluating the program.
The project is designed to answer the following research questions:
- What effect does training foster and adoptive families about open adoption have on permanency outcomes for children in the custody of the public child welfare system?
- What effect does training child welfare workers, attorneys, judges and other social service professionals about open adoption have on permanency outcomes for children in the custody of the public child welfare system?
- What effect does various program components (TEENS 2 HOMES Peer Group, TEENS 2 HOMES Camp, TEENS 2 HOMES Rapid Response Team, TEENS 2 HOMES Mentor Matches, and TEENS 2 HOMES Community Chorus & TEENS 2 HOMES Youth Leadership Council) have on permanency outcomes for children in the custody of the public child welfare system?
- What modifications in the legal systems can be made to support permanency, particularly more openness in adoption?
